Review of JUDr. Matúš Mesarčík, LL.M (Ph.D. candidate at the Comenius University in Bratislava, Faculty of Law, Institute of Information Technology Law and Intellectual Property Law)

I am an alumnus of Comenius University in Bratislava, Faculty of Law, Slovakia (JUDr. in Law) and Tilburg University, Law School, the Netherlands (LL.M in Law & Technology). I am currently enrolled in a Ph.D. program at the Comenius University in Bratislava, Faculty of Law working simultaneously at the Department of Administrative and Environmental Law and Institute of Information Technology Law and Intellectual Property Law. The topic of my dissertation is Dynamics of the notion of personal data in the light of new technologies (with expected submission until April 2020). My specialization is thus privacy and data protection and I am currently lecturing the course on data protection and information technology law for law students in Bratislava. I am also co-author of monographs on the General Data Protection Regulation and Open data published by C.H. Beck.

Since September 2019 until January 2020 I spent a research stay as a visiting Ph.D. candidate at the Department of Innovation and Digitalization of Law, University of Vienna. The research stay was funded by a grant awarded by SYLFF (The Ryoichi Sasakawa Young Leaders Fellowship Fund). Within my research, I focused on the liability of public authorities in the data protection comparing Austrian legislation with laws adopted in Slovakia. I especially enjoyed the working environment in the department including highly qualified staff and friendly atmosphere. Every member of the department is an outstanding professional with growing expertise in IT law, data protection or intellectual property. I consider my research period in Vienna very stimulating and beneficial for my future career. I am very grateful to Professor Forgó for the opportunity to conduct my research in Vienna.
